Total Quality
We have just presented the two principles that govern economic institutions: risk insurance and solidarity to share the optimal solution to produce and distribute wealth. Their daily practice among the teams of life projects that work through the whole of human activity, is not new and is not to be invented.
The Total Quality approach applies assurance and solidarity day after day and its concrete results are measurable through problem-solving methods.
To show how it works, we will begin by indicating what the Total Quality movement was in the industry during the 1980s and then we will expand this approach to place it within the framework of Life project teams as a result of the political and economic institutions that we have just presented so far.
Total Quality in Industry and Liberal Capitalist System.
The Total Quality approach in industrial companies in France and elsewhere has its starting point in Japan. However, this approach in the capitalist and liberal economic system has been ad hoc for a few years and there has been no alliance of opposites or solidarity to generalize this approach to the tertiary sector and especially to public administrations and institutions.
In the 1980s, industry introduced programmable logic controllers, robots, industrial computing and the early days of artificial intelligence. This implementation has required significant training and skill-raising efforts first to develop the operation of this automation of production units and then to eliminate the malfunctions in the production organization itself. The organization of work with PLCs used the new desktop computers and management and communication packages, the plotting tables to print statistics, including point clouds and their right of least squares, to characterize trends in observed facts and problem situations.
In Japan, Zen culture has been an essential element in rapidly and widely raising the skill level of employees.
Elsewhere, automation that has not been brought under control as soon as it has been implemented is explained by several causes: the refusal to develop participatory management and the accompanying training, the pursuit of autocratic and paternalistic management as well as the policies of restriction of ‘unproductive’ costs such as security, the increase in the wage bill following the increase in skills, the fight against pollution, storage risks.
This management at the service of the financial interests of the shareholders or the conservative power of the owners, has been at the origin of all the industrial disasters since Bophal in India, Chernobyl, Sandoz in Basel, AZF in Toulouse, Lubrizol in Rouen, not to mention those of other countries farther from us. These disasters are the consequences of refusing or forgetting to set up a Total Quality movement in these companies.
Total Quality in France
in the 1980s, however, the cost of non-quality in the industry was reduced by 2/3: breakdowns, bad parts, pollution, missed deadlines, wasted resources…
This latter use of a Total Quality approach in France is based on the experience of quality circles in the years 1985-1990.
The use of problem-solving groups and the principle of subsidiarity in the operation of companies has made it possible to adapt the working tool to the technological revolution of robots and programmable controllers, mainly in companies with an international dimension and subsidiaries of foreign groups and very little in family businesses.
The result of this participatory management was the reduction of non-quality mainly in the industrial sector from 300 to 100 billion Francs per year.
The ban on Quality Circles and participatory management
The quality circles were closed very quickly in France, once the total quality was obtained and the elimination of more than 200 billion non-quality products per year in the industrial production tool. In 1990, the consultant who led our Total Quality process from 1985 to 1989 asked me on the phone if we were aware that we had power in our hands. He had noticed this, but by 1990 he was distraught from his Lyon office at the way in which the employers had put an end to this experience so rich in promises of improving working life and social life in general.
Because the Directorates were afraid of this direct participatory management, accustomed that they have always been for more than a century to paternalistic or even autocratic management. The dominance of shareholders since the 1990s, coupled with this fear, has put an end to the practice of direct local democracy in manufacturing companies.
Presented under the term corporate governance, the intrusion of shareholders and especially of pension funds and investment funds, more or less speculative in their strategy of buying and reselling companies has resulted in the alienation of employees in the sharing of the added value and in the recurrent policies of reduction of wage costs or even of massive delocation.
The intervention of the new masters of the financial world who impose their liberal economic doctrine is reflected in a return to autocratic management methods and the rejection of participatory management. At best, employees must be satisfied with the continuing lack of action in the paternalistic management of French family businesses and adapt to the new bureaucracy of Risk Management: a committee of experts shall draw up the charter describing all the procedures for optimal operation of the system. Employees and management must therefore scrupulously respect these procedures, comply with this code of conduct and forget about their creative initiatives, because only the interests of shareholders matter.
Since Total Quality remains a management objective but there is no longer any project approach to change the way of production and invest in equipment that eliminates the risks of pollution, fire or breakdowns. Quality circles are no longer autonomous and solely responsible for their participatory management and the decisions taken according to the optimal solution they have obtained.
The objectives are basic:
- avoid waste,
- measuring the activity at each step of the process using the Smart method:
S for Specific, M for Measurable, A for Achievable, R for Realistic, T for Temporally Defined
- reduce costs
Employees are invited to interact with each other as well as with customers and suppliers. In short, nothing very exciting like in the 1980s to 1990s. This is a way of improving the proper functioning of the company, but employees can no longer decide to develop new projects by calculating themselves the budget to be financed to achieve these new objectives in a strategy capable of generating new productivity gains that will sustain their organizations.
The refusal to use the Total Quality approach in the French civil service
The opportunity to use this approach in the Public Service was immediately ruled out and we saw it in the spring of 1984.
At a regional meeting of the ANDCP (National Association of Directors and Heads of Personnel) to review the implementation of the right of expression of employees established in the Auroux Laws of 1982, the Secretary of State at the Ministry of Labor noted with satisfaction that we had applied this right of expression and that we had moved it towards quality circles in the framework of participatory management and the elimination of hierarchical levels that had become unnecessary in a newly computerized organization.
My neighbor, whom I had had as a professor of Human Resources and who chaired the Institute for Training in Business Management, during the discussion, expressly asked that this right of expression, in view of this success in business, be extended to the universities and its Institute, or even to the entire civil service. The refusal was firm and definitive: not in the Public Service… which in 2020, until proven otherwise, still does not have this right of expression and does not use a Total Quality movement.
The health crisis since March 2020 illustrates this conservatism of centralized “monarchist” or even despotic power and the pursuit of the directives of the bureaucracy furthest from the realities on the ground and the most devious in relation to the aspirations of citizens who claim the power to participate in decisions that concern them.
Implementing the Total Quality approach
The starting point is to implement an alternative way of working without a pervasive hierarchical level.
Joint management of working time
Time management training allows each employee to find time slots in their work to reflect, analyze malfunctions and propose an optimal solution.
His participation in a Quality Circle (QC) or a Quality Improvement Group (QAG) results in work phases alone to prepare his intervention at the meetings of his Quality Circle.
The paradox at work is that during their studies, the managers, technicians, employees, workers took exams, assignments in which they concentrated, thought, calculated, wrote for at least two hours, if not four, six or eight hours. However, during their working hours, they are most often disturbed every five minutes if not several times per hour.
They work in slices and to think, they have to wait for the others to leave, stay late at night or take work on the weekend. In this context, there are also the frequent meetings that the various line managers require to speak to their teams… or only to be heard speaking in front of an audience that is familiar with them.
The solution lies in changing work habits and in the common practice of the same time management.
Example:
8am-10am: open doors for all:
everyone comes to greet and ask the questions they have to the person concerned. This includes taking an opinion, preparing for a meeting, and making informal, spontaneous communication. This is also true for the site manager, who is advised to leave his office to settle right next door, in a small room, at a small round table, like a bistro, with a few chairs around it, and a small coffee machine, cups, sugar, small spoons, managed by his secretary or his assistant who is also invited to stay punctually around the small round table to attend the discussions and keep abreast of what is being said, take note if necessary, inform the attendees on a specific point, check that the information she has disseminated has been well understood or simply participate in the good general atmosphere of the moment. This horizontal and spontaneous communication helps to strengthen cohesion and team spirit.
It is also a time to deal with small issues that do not take much time and have not been dealt with the day before or for several days. These small delays will inevitably lead to greater problems or dissatisfaction among co-workers. By visiting them directly in their “open” offices or, if necessary, at the coffee machine in the building where everyone can meet, it is the time to eliminate these issues and clear the waiting list of issues to be resolved. If not, it is time to inform them that their questions will be dealt with this morning or this afternoon during the “closed” office hours and to see with them if there is any news about their requests.
10am-12pm: closed doors for all:
Each person works two hours without being disturbed by their files, projects, studies, etc. If necessary, this time slot is used for internal meetings in a department or department according to the agenda communicated to each participant (we will come back to the organization of the meetings). This internal meeting is usually aimed at sharing skills and acquiring new knowledge. These are on-the-job training sessions, alongside in-house or out-of-home training sessions that follow the schedule of a training center. The internal meeting can continue informally and in horizontal communication, spontaneous, without hierarchical links, at the company restaurant or elsewhere.
12pm-1pm: meals at the company restaurant.
Managers and department heads alternate their positions each day to go to their team or other teams, most often based on extra-professional interests to discuss with some of them football, cycling, cultural topics, news of a village, neighborhood, an evening outing, a weekend, etc. The passage to the cafeteria can follow this discussion or allow a new discussion with other staff members.
The meal is also an opportunity to invite outsiders to a company restaurant lounge.
2pm-4pm: closed doors for all or working meetings with external stakeholders on or off-site with these stakeholders.
4pm-5pm: open doors for all:
everyone can check information, prepare their group work for the following days, take stock before leaving work and finish their day in the company and their life projects team. It is the time for a horizontal, spontaneous communication, to meet with the hierarchical leaders and like the morning to exchange no more information on work but to discuss these interests, leisure activities, going out to do with family or friends. In short, it is a moment taken together to let go of the pressure encountered in his work and to further bond team relations. The place and the day of the week for these meetings, is fixed to anchor this ritual well. This is the opportunity to “empty” the fridge together with fruit juices, mineral water, etc.
16:30 or 18:00 at the latest: end of the working day for all.
After this hour of work, those who remain in their posts can be reported and warned to “consume flows unnecessarily and unduly increase the indirect costs of production… and reduce the profits and the participation of all employees in the results.” Arguments that must be sufficient to eliminate presenteeism until late in the evening. Tomorrow is another day and everyone has a family life, leisure to get back in shape or simply a personal, private life.
This example of working day management, at the outset, applies mainly to management and office staff, but it highlights the essential:
each work station has a direct responsibility that the incumbent of the position is alone to assume, therefore each holder of a work station, where he works must find a room, an office to isolate himself and work on the management of his direct responsibility and also on his participatory responsibility in his team. Workspaces must allow this.
Eliminating Reunionite
This management of the work day eliminates meeting from the outset, especially that which requires the team to meet at unexpected or even unlikely times, depending on the moods of the supervisors.
Working meetings are scheduled two weeks in advance according to the progress of the projects and meet permanent members who follow the project and ad hoc members who bring their expertise on a specific point at a specific time and for a fixed period.
Thus, an expert can participate in several decisions and meetings in one day after having previously been able to prepare his interventions during the “closed doors” hours. The secretariat of the meeting will circulate its report to all participants within 2 days.
The Hunt for Time Thieves
This method of time management and time theft hunting, apart from the increase in the productivity of each person’s work, serves as a development axis for teamwork. The objective is to use the complementarity between top-down and hierarchical communication, bottom-up and practical communication of subsidiarity, horizontal and spontaneous communication without hierarchical reference.
During a work week or a cycle of work posted to a production facility, there are time for training, time for personal development and work sequences to improve, maintain one’s physiological and mental health, time for representing one’s project team to other institutions or project teams, etc. In a campus-style work environment, the family can join the employee for leisure, cultural activities, meals, etc.
Using Problem Solving Tools
Once working time is synchronized within a team or an establishment, the Total Quality approach uses problem-solving tools within the framework of the principles of the alliance of opposites and subsidiarity to obtain the optimal solution adapted to local particularities.
The starting point is a collective awareness that the operation of the company is disrupted by a number of malfunctions, problems related to the antiquity of equipment or poor investment choices, delays in competitors, the arrival of new threats or risks to the environment or to society, skills shortages that hinder the development of the organization.
The General Directorate officially declares that it is not alone able to solve all these problems and that it delegates its power to the Quality Circles that will be set up to solve these problems still poorly identified and evaluated. All staff are involved in this participatory management.
Problem-solving tools are known and accessible with minimal training. The difficulty lies in knowing the figures, accurately assessing the situation and the risks to be eliminated. To achieve this, the solution starts with a meticulous observation of the situation through a scoreboard that records the malfunctions. This quantitative measure essentially verifies the sincerity and accuracy of the figures. The employee is directly responsible and is trained to quickly detect anomalies when a sensor or machine, a robot, is degraded.
Dashboards with relevant indicators
It is then a matter of computerizing the scoreboards to calculate relevant indicators and with the cost elements provided by the accounting department, of valuing these malfunctions in terms of losses or operating results, a summary which is more comprehensible.
We are then faced with the cost of gross non-quality.
In a balance sheet of this lack of quality, the aim is to add to the costs of the internal malfunctions listed on the dashboards the risks and threats that may occur in this manufacturing and management process:
- the cost of pollution, fire or explosion,
- an order for damages for damage to the health of employees, the surrounding population, etc.
A final assessment takes place at this point: based on the knowledge available in the current state of knowledge,
- what are the health and environmental risks that can be reduced or eliminated and how much is Non-Quality Reducible
- and what are the risks for which there is currently no treatment and minimization possible, it is the Irreducible No Quality.
The calculation of the Cost of Obtaining Quality, the COQ
We then arrive in this balance sheet at the definitive Non-Quality Cost with the reducible non-quality and irreducible non-quality assessment.
It reflects the risk taken by the company, the life project team, the production establishment if the malfunctions are not eliminated and the risks are not minimized.
This assessment is known to the entire life project team. As the employees are also ex officio members and, if necessary, volunteers engaged in the National Guard of their Free City, these two political institutions are kept informed.
Irreducible non-quality is the subject of a debate within the local assembly of political action to evaluate and put in place survival and assistance measures in the event of an industrial or natural disaster which would destroy the production facilities.
We have seen in terms of the principle of assurance and solidarity, that when defining the mission and then the objectives of a team of life projects, the serious risks that threaten life and survival are eliminated and means are put in place by the federation of Life Networks to put out of harm anyone who overrides this decision. This situation also constitutes a case of declaration of war if the peace proposal to eliminate this major risk is rejected by a foreign institution subject to a system of power.
The irreducible non-quality thus concerns only one stage of the production process and the solution then rests on another mode of production even if the design of the product or of the capital goods is revised, if necessary.
Once the Non-Quality Cost has been evaluated, the Life Projects team continues its work by evaluating the Cost of Obtaining Quality (COQ).
The aim is to put in place measures to prevent risks and eliminate malfunctions. The priority in this approach is to eliminate rapidly the non-quality that can be reduced in the state of available knowledge.
Example of QOC evaluation:
To avoid the risk of a catastrophic fire in a stock of hazardous products,
the plant may distribute small quantities of that stock in warehouses more or less remote and managed by subcontractors. This can initially avoid a significant investment to build a large hangar in the plant area and equip it with the most suitable facilities to eliminate the fire risk and intervene immediately to extinguish the fire start. However, a single fire in a single small warehouse in a subcontractor can be enough to destroy the company’s image and condemn it to substantial damages, since major pollution will have occurred, and all the more so if the warehouse is located in an urban area.
The quality circle, of a dozen members, which carries out this Total Quality approach on this Logistic risk, will then evaluate the project to build this perfectly safe shed in the area of the plant and this project will necessarily include a retention basin to collect, during a fire departure, the polluted waters following the spill of water by the fire sprinklers and the use of the fire hoses by the fire fighters. These polluted waters will then be gradually treated by the plant’s wastewater treatment plant.
The comparison between the current situation with its enormous fire risks and the investment in this safe hangar, which minimizes the fire risk and the pollution it entails, will clearly indicate that this investment becomes indispensable and remains the most economical. The investment budget for this hangar is then presented to the Directorate by the members of this Quality Circle and the decision is taken in a participatory manner to start the work.
The COQ thus includes all the preventive work, investments in equipment and machines and all the training to follow to eliminate the malfunctions and minimize the risks. Depreciation of such equipment shall be charged over the two years following their purchase. It also includes training to achieve the expected skill level.
The budget initially indicates the amount of the risk or threat assessment to be eliminated or minimized. By comparing the amount of risk prevention expenditure and this evaluation of the risk and the financial consequences that its implementation causes, it is possible to have a measurable report of the effort put in place in this approach to obtaining Total Quality.
Another more anecdotal example is the paper archives of the accounting department:
In this factory, the finance accounting department had become accustomed to placing its records above its offices, in an attic under the roof of the building. The objective of its Quality Circle was to develop a new management computer system capable, among other things, of recording production data transmitted by programmable logic controllers and robots. Another objective was to digitize the most useful archives in this new computerized management system so that we could then establish evolution curves over several years.
It was an opportunity for the accounting people to go up to the attic and see the huge amount of paper that had been sitting there for decades. Worse, the weight of these piles of paper made people realize that the cracks in the walls and ceiling did not come from the floor or the foundations but from the attic. Very quickly, an extra weight of paper could cause the ceiling to collapse with lethal risks for the staff of the service and much more objective, real than in certain areas of the factory. It was the accountants who risked their lives more in the factory than the other members of staff!
Total Quality in Life Networks
This approach, presented so far, is consistent with what happened in the industry in the 1980s. In the Life Networks, this approach is not limited to the industry but concerns the whole of human activity: the work essential to life and survival and the realization of works that raise the standard of living and are passed on to future generations. The citizens gathered in assemblies of political action, when making their decisions, know this approach and practice it in their teams of life projects and in the political, economic, social and cultural institutions in which they are engaged.
We recall that in the Life Networks organization there is no distinction between market and non-market economy because the theory of markets in economy is abandoned. Similarly, there is no tax system for transferring income between private and collective property managed by a government, because the complementarity between the three forms of property allows the direct distribution of wealth between individual private property, common property and participatory management of common property, collective property that manages intangible resources and knowledge.
There is therefore a simplification of the economic functioning of a company. Risk management is not usurped by a ruling minority which finds a way to legitimize private ownership of the means of production. The fact that the entrepreneur wants to assume the risks on his own, because he brings the financial capital and that to protect and develop it he must manage his business alone and keep the productivity gains for himself, does not mean that it is necessary, politically and constitutionally, to enshrine private property and prohibit common property.
We have seen that this political and economic dogma from 1830 to provoke the revolt of the canuts of Lyon. Once this dogma has been abandoned, it is the use of the full currency and the management of social rights that remunerates work, including at the start of this work and the production of wealth, the minimization of risks and violence that has its origin in the mission of authority exercised by each citizen. We’ll get to it.
The Total Quality approach applies throughout all human activity, on its three levels.
The Total Quality approach therefore applies in the Life Networks, outside the factories and establishments producing goods and material equipment, to the production of services, to the former public services that have become so many teams of life projects: health, education and training, defense, transport, post and telecommunications, publishing, shows, catering, leisure, travel, etc. The distinction that categorizes human activities, we recall, defines the work essential to life and survival, the realization of works, political action.
In short, the Total Quality approach is only an adaptation in the context of work, political or judicial decision-making with the use of a tripartite system:
- first of all, the assessment of the cost of Non-Quality Reducible and Irreducible
- then the evaluation of the Cost of Obtaining Quality
- and arbitration to determine the optimal solution and implementation priorities.
The work essential to life and survival uses the Total Quality approach.
By abandoning the liberal system and the market economy, there is no shortage of work for life project teams to eliminate the disastrous consequences imposed so far. The austerity policies to encourage the levies of taxes, the reduction of public spending, but also that of investments in order to continue the deindustrialization of the country make that everything is to be reviewed.
This work of defining objectives through the alliance of opposites is not reduced to more or less constructive debates, joint commissions obsessed with finding the most minimalist possible consensus.
The definition of objectives according to the principle of the alliance of the contrary as well as the search for the optimal solution according to the principle of subsidiarity use the methods of the Total Quality approach.
The consequences of the lack of investment, maintenance work, the postponement of public works never done so far by the owners or governments, will bring very high Quality Obtaining Costs at the beginning of the development of the Networks of Life.
We have pointed out that in the Networks of Life, the limits to the development of wealth production are closely linked to the level of skills available and especially not to financial or monetary issues. We will present below the operation of a Positive Money at the service of the remuneration of the work done in the attainment of the objectives of the production of wealth through all human activity.
Supporting survival needs
is new in the history of our humanity because these goals are made possible by the technologies of our global village, which increasingly understands the risks brought by our universe, the life of the Cosmos and their consequences on planet Earth, which is particularly unstable at its center of gravity.
These risks and threats represent a cost of non-quality irreducible in economics, but from a legal point of view, they are not causes of a major force because they are predictable. To better understand them, only the use of our first source of knowledge, the spiritual initiatory approach, allows us serious approaches especially on this characteristic of being predictable. We will come back to this in the cultural institutions of the Networks of Life. Minimal and essential prevention is to do everything possible to improve predictability by listening to nature, the cosmos and the experience transmitted by the survivors of the last great disaster, twelve thousand years ago.
Today, the neo-liberal capitalist system is only interested in measures that can continue to maximize its private profits. The costs of population survival are not taken into account. The solution displayed by the ultra conservative capitalist leaders reproduces Malthusian theories and the objective of rapidly and drastically reducing the world’s population. The Anglo-Saxon sect of the puritan predestinates to govern the world, has no scruples for genocides in order to exterminate the reprobate, those who take the highways of sin and do not follow the divine directives of these Anglo-Saxon puritans.
Yet we have at our disposal the remains of the teachings of the survivors of the last great cataclysm who managed to leave Atlantis on their deep-sea ships to drift and reach the shores of Morocco, where the sun rises while before it set.
Survival in the Last Great Cataclysm
The only case of people who had to accept the cataclysmic destruction of their land, and which was reported to us by the survivors, is the destruction of Atlantis and the story of the survivors who founded Egyptian civilization on the banks of the Nile when it was possible for human beings and their animals to go down again into the plains and finally leave their refuges in the mountains at more than 4000 meters of altitude.
We have seen this history with the destruction of the Andean civilization by the conquistadores in the service of defending the dogmas of the Bible, which the knowledge of the Andes contradicted, leading to the elimination of the current theocracies on our continents and, on the contrary, to the marriage of our regional cultures through universal spiritual and scientific knowledge, that is to say the use of our two sources of knowledge to develop a new humanist knowledge capable of responding to our reasons for living, including during a new Apocalypse.
The solutions adopted by the Atlantes but also the Hyperboreans and other first peoples to promote the possibility that a colony from their peoples could survive are known, but it is necessary to update them and develop practical knowledge to teach them to our generations.
The Total Quality approach and the participatory management that it involves are capable of responding much better to these saving expectations than the functioning of the power systems and their dogmas at the service of the interests of their leaders allegedly presented as elites. This work is paid with the Positive Money, without debts.
The priority is to take the calculation of scientists and astronomers of Egyptian temples to measure the deformation of the earth’s globe by the forces of the retrocession of our planet around the sun, forces that modify the Earth’s gravitation on its core and force it to find a new center of equilibrium once these external forces have been evacuated during the tilting of the Earth’s axis. Egyptians viewed the flattening of the two poles of the globe as a harbinger of the Earth’s impending shift in center of gravity. This calculation requires observations of poles over 72-year periods with measurements against fixed and wandering stars. Today, satellites with their radar altimeters can also carry out this work of measurements on the flattening progress of the poles.
The survival measurements are known: reach regions of high altitudes of about 4,000 meters and then, when it has again become possible, descend on high plateaus to settle once more in the networks of underground dwellings. Finally, when the atmosphere has become habitable again, rebuild cities in the plains on the banks of rivers.
It may take longer than work to realize the means to meet this need for survival to ensure life. As a result, these resources will be managed more as the realization of works that are passed on to future generations. These works are first and foremost knowledge passed on by the last survivors and their descendants. Since it is difficult to know that they will be the regions that will be engulfed in the magma and those that will see their mountains rise to altitudes of 4,000 meters, all the populations of the world must share this knowledge so that some expeditions can survive during this great cataclysm and so that the populations of the regions more or less spared, understand what happened and come to the rescue of the survivors. This knowledge is part of the mystery of Revelation taught during initiation in the temple of Denderah.
The realization of works that raise the standard of living and are passed on to future generations.
The last historical reference to using our two sources of knowledge to produce works in the context of the complementarity between the three forms of property in Europe is the medieval period with its free cities, its cathedrals, the development of the countryside for an agriculture and livestock that have emerged from hunger and malnutrition, populations booming in population after the invasions that marked the fall of the Roman Empire.
Works from the Medieval Period in Europe
The subsidiarity that led the work led to solutions for conserving food during winters: milk and cheese, grapes and wine, drying and smoking of meat, transport of pickled fish, etc.
This period was most remarkable in terms of the realization of the works. In one century, from 1170 to 1320, 80 cathedrals and almost 500 abbeys were built in France alone. These buildings represent more masonry, earthworks and stone-cutting than anything that ancient Egypt has done in this field in five thousand years, including the construction of the pyramids.
These buildings have been managed as common property by the social groups themselves through works or orders dedicated to these buildings.
The industrial society rejects the realization of works
through the exclusive use of private property and the prohibition of the commons has certainly more destroyed than constructed works. Hannah Arendt described the economic horror produced by the exclusive use of private property in the means of production, the prohibition of the common property and the common goods, the rejection of the production of works that serve to raise the standard of living of all citizens, without social class as we shall see below.
What interests us here is the way in which knowledge and methods have been acquired over time to develop ever higher, larger, test-after-test constructions. This progress in the medieval period was particularly rapid and disseminated not only in Europe but everywhere where European expeditions were conducted.
The paradox today is that we find ourselves in the opposite situation: knowledge has never advanced so fast, but it has not served the general interest because the collective property of the state has not provided much, let alone common property and common goods.
Work on the realization of works is therefore of crucial urgency.
This question of managing priorities between the distribution of work on the three levels of human activity belongs to the level of political action. We’ll get to it. At the moment we are only addressing the Total Quality approach in the realization of works and mainly in the development of the common goods that serve to raise the standard of living.
The Cost of Non-Quality Estimated During the Covid Health Crisis
For the Cost of Non Quality, a rough estimate may be evaluated because of the absence of common goods or insufficient means to cope with the health crisis.
Between 2020 and 2022, the health crisis has a particularly high and serious cost of non-quality in terms of insufficient resources in hospitals and care centers. The responsibility of this Non Quality in France heavily engages the government in its decision to prohibit doctors from the usual care in the case of pneumonia and respiratory diseases of the lungs from drugs known for many years for their effectiveness. Waiting until symptoms worsen to go to resuscitation centers to finally be medically cared for has resulted in hospitals closing 80% of bed capacity with the closure of non-resuscitation services. This has led to resuscitation centers overwhelmed by the influx of patients to be treated and administrative authorization to help at the end of life those who could not be treated for resuscitation, especially because of their old age.
Add the economic and social cost, the cost of the damage to health and civil liberties among citizens not affected by the virus, and we are reaching unjustifiably colossal numbers. But the key is to evaluate one day the cost of obtaining the quality that it should have been financed during this crisis and the cost of non-quality found, without forgetting the cost of solidarity which during this crisis has reached an obscene and intolerable negative level.
For example, in the context of this health crisis as in the crises caused by other viruses, the use of subsidiarity to obtain the optimal solution or solutions can lead us to solutions that are difficult to access as long as we remain subject to this liberal economic system and to the domination of Big Pharma.
However, this approach, which was banned in 2020 during the Covid pandemic, must be carried out as soon as the systems of power are abandoned and even now if necessary through our networks of resistance to this established order.
In a paper entitled “Threats to Life on Earth” we tried to estimate the cost of the gains we can get by leaving the liberal capitalist systems of power, including the possible gains in the field of Health by following the prescriptions of doctors against cancers, doctors prohibited from practicing because their practices were contrary to the interests of the pharmaceutical industry and those of surgeons. This work carried out in a Total Quality approach must bring much more complete and precise knowledge and assessments.
For example, in the case of the COVID-19 virus, the use of the Total Quality approach would allow the implementation of measures quite different from this situation created by the government and the major global pharmaceutical companies, from tests to vaccines.
In the face of a new and unforeseen situation in which our knowledge of the current state of science is insufficient, the Total Quality method indicates that we must set up scoreboards at each decision level to observe as accurately as possible what is happening. From these field data, the use of problem-solving methods and the determination of priority objectives begins with a QOQCP, a Pareto, a cause-effect diagram, etc. Similarly, from the raw data, the sampling method allows extrapolation, correlation calculations to estimate the phenomenon, the problem at the level of a whole population.
Therefore, the percentage of positive Covid cases detected can be compared to three estimates of positive cases in the population: low, medium, high hypothesis. Similarly, an estimate of the percentage of non-detectable cases as we know it can be made on a low, medium, high assumption. This corresponds to three levels of risk of error and malfunctions for which solutions need to be put in place. We are then at the level of determining the reducible non-quality and the irreducible non-quality, that is to say the positive cases detected or not yet detected on which we can act and the cases on which we cannot act like those social groups which are not or only slightly affected by the virus according to the data of the dashboards without us knowing how to scientifically explain this situation.
In the reducible non-quality, the population directly affected by the virus, when the population of positive cases detected increases, the category of positive cases not detected decreases accordingly and the objective may be to arrive at 80-90% testing to detect positive cases so as to approach as closely as possible the reality of the terrain and to check whether the estimate of the departure in this reducible non-quality category is correct or not.
As part of the current government measures without Total Quality approach, the leaders say that the increase in positive cases detected is a new wave with its peaks and when the detected cases will be 80 to 90% of the population of non-reducible quality, of the population affected by the virus, they will say that there is an outbreak of the pandemic and they will confine everything for months and years as they will be afraid of a health situation and risks that they do not know or do not want to control through the Total Quality approach. Clearly, any progress in tests and any increase in hospitalizations is only the sign of the development of the health crisis and this causes them to discourse and harmful anxiogenic measures, errors, contradictions and the public display of their incompetence and dependence on the interests of the leaders of the liberal system.
The complexity of the situation is certainly reinforced by the scientific observation that vaccines do not affect the contamination of populations by the virus and the proliferation of its variants. But we are here at the level of solutions to eliminate risks, at the level of the work of Quality Circles to evaluate a COQ (Cost of Obtaining Quality).
At this stage, it is a question of experimenting on the ground with various types of solutions, prevention measures against the virus using everything that is known and can prove useful. The government’s actions in this regard were the opposite of a realistic estimate of a QOC and merely followed Big Pharma’s guidelines for using a new genetic engineering process not yet developed for other diseases, MRA. To protect this virtual pharmaceutical monopoly, consultancy firms and lobbyists have managed to impose unprecedented and unprecedented measures on governments and politicians: banning well-known, low-cost drugs, as well as barring doctors from well-documented treatment protocols.
We do not have to take Power, their Power as they exercise it through incompetence, manipulation of figures and public opinion. We have to exercise our Power, our mission of Authority to organize all human activity with the Total Quality approach, which allows us to set measured, verified objectives that citizens understand and adhere to, in which they participate in the evaluation of risks and the development of optimal solutions.
The major conflict between neo-liberal management and participatory management
This health crisis of COVID-19 demonstrates the conflict between neo-liberal management and direct local participatory management of Networks of Life or at least, management of a Total Quality movement correcting the dysfunctions of the liberal capitalist system of power.
The 2008 financial crisis originated in the use of mathematical models such as Blythe Masters’ Li-Pair at JP Morgan to industrialize derivatives trading in debt and CDS, and to minimize equity to insure this risk-taking on products that have since been called “toxic.” Now we know since then that these mathematical models were wrong and they lacked parameters. Similarly, since 2019 and the beginning of this health crisis, experts in medicine and other scientific fields called upon by governments have only used mathematical models whose conclusions are regularly wrong because the virus, fought from the outset with known and inexpensive means of prevention, does not have the dangerousness taken into account in these models. Except that these models, obviously, discard these means of prevention prohibited by legislative measures, especially in France.
This conflict between elites and citizens, has a political origin conditioned by the neo-liberal doctrine and austerity measures taken for more than ten years to reduce the costs of health, reduce the means of hospitals, abandon pharmaceutical production, its research and development in our country. The elimination of this conflict is also a political matter and its solution lies in the abandonment of this system of liberal power and other systems of power. It is up to us to exercise our power again.
The Total Quality Approach to Justice and the Minimization of Violence.
The same applies to the security and protection of property and wealth. Victims of a criminal offense have the opportunity to develop a team of life projects to eliminate or minimize one or more risks.
In the neo-liberal capitalist system, victims have only one possibility: to form a law 1901 association that cannot have a political purpose and that must limit it to supporting a political party in the electoral system to defend its cause. In the Networks of Life, the citizens themselves exercise their mission of authority by participating in political action among the assemblies of political action. It’s radically different.
The use of the National Guard
The starting point for their action can be found in the fact that every citizen is a legal member of the National Guard. There is no longer any need to wait for the action of a regalian administration such as the Justice and its police and gendarmerie investigation means.
The Life Project Team to combat threats and criminal offenses will gather, recruit or train National Guard or Defense experts to acquire these skills. Then the working process follows the Total Quality approach with the use of the alliance of opposites, subsidiarity and solidarity insurance.
In case of cybercrime,
when the offenders are in foreign countries, the Confederation, where appropriate, intervenes with its military defenses until proposing, if necessary, a peace plan to these countries to eliminate this threat and source of crimes and fraud, networks of organized crimes and illicit or immoral trafficking.
For example, there is the case of cybercrime which is based on the lack of IT security in the international management of IBAN and BIC bank account numbers. The banking reform of the IBAN is intended to promote the circulation of currencies and values between bank accounts, in particular to develop the activity of stock exchanges and financial markets, but also speculation, tax evasion, etc. The very existence of the IBAN is then sufficient. There is no longer any need to link it to the account holder and to change the account holder each time or to recreate an account holder when the account moves from one bank to another, from one country to another. For investors and savers, traders and the development of high-frequency trading, this reform of the identification of a bank account with only an IBAN number is perfectly suited in their ultra-secure world of high finance.
However, for citizens, consumers who limit themselves to managing a current account or savings accounts, there is a real risk of fraud if the email from a trusted person is hacked and falsified, and the invoice to be paid contains the following statement: payment by credit transfer and below an IBAN and BIC number, those of the crook. In your personal space of your bank, even if its advertisement indicates that it belongs to you since you are a member of this Mutual, when you enter the beneficiary of the transfer that you know well and the IBANs and BICs, the amount of the transfer will go directly to the crook’s current account and your current account will be debited with as beneficiary the name of the issuer of the invoice that you know. The staff of the banks know that we are here in a security breach that benefits the development of Internet scams.
The Life Projects team, the Quality Circle to eliminate this risk and Internet scams, at the COQ level will evaluate the cost of implementing security at the bank level to test, control IBAN numbers entered by customers with the identity of customer accounts. Banks in their databases have complete information to identify their customers’ accounts. When someone sends an e-mail request for a credit transfer and transmits his RIB or IBAN and BIC, the person who creates the credit transfer must have a plausibility check between the account owner’s identity and the IBAN and BIC numbers he enters. Especially if both parties are clients of this bank, the absence of this control is staggering. Is it for reasons of financial savings, to minimize customer account costs due to competition between banks?
For the time being, it is clear that banks have not adopted a Total Quality approach. Their only unchanging answer is: “you entered the data yourself to create the beneficiary of your transfer, so the Bank cannot be held liable and there is no insurance for this risk.” The swindler has won the whole line, he just has to close his account immediately after the transfer and disappear by deleting his account and his famous IBAN number.
It is only one example that a victim of this type of fraud and cybercrime can confess to you any lethargy and confit for this destruction of the bond of trust that existed between her and the person who sent her the invoice with the statement: “this amount will be charged to your account on the 15th of this month.” Yes, but the hacker and scammer had marked something else, and you didn’t call the person who sent the email to check with them that they were asking you for a transfer with the exact numbers of their current account.
The objective of the Total Quality approach is to eliminate all these risks by putting in place the necessary controls to secure in an optimal way the exchanges between customers of banks and… to deter all the crooks in the face of this lack of security vulnerabilities. We hope that this case will be resolved quickly, before this system of liberal power is abandoned.
In any case, the Life Networks do not use financial markets, speculation and tax evasion that require high-frequency trading and IBAN without checking the identity of the account owner. But it would be nice if commercial banks adopted a real Total Quality approach now to eliminate these kinds of risks that promote cybercrime.
Total Quality and Development of Common Goods
Let us leave these questions of day-to-day management of economic and financial flows and move towards the development of the Common Good.
The skills necessary for the realization of masterpieces that transform a common good into a work of art capable of moving and calling to the spiritual initiatory approach are acquired through participation in several projects under the direction of recognized masters. A whole range of training and apprenticeships drives innovation to its highest level. Here we find the cost of obtaining quality.
The development of the common goods is not limited to raising the level of skills, following the approach of Elinor Ostrom, the commons are therefore not particular ‘goods’, but also systems of rules for collective actions. What is then open to sharing is not only a resource, but a particular social arrangement.
The Total Quality approach applied to the development of the Common Goods will define the way or better, the art of living together in the sharing of environments, premises, knowledge, social rites that raise the standard of living and will be passed on to future generations. These are communication, management and management skills that develop efficiency in the use of technical, craft or artistic skills.
Progress in the acquisition of these skills begins in teams of life projects whose mission is the work essential to life and then continues in teams that develop the Common Goods. The Total Quality approach is therefore taught on the first level of activity and is improved on the second level of activity. The experts in political action, the third level of activity, will thus have acquired their skills through their experiences on the first two levels.
In fact, the Total Quality approach structures all training and learning, both in the acquisition of knowledge and in its application through the various wealth production. We are very far from the educational and university system developed in the liberal capitalist system of power with its elite selection and low-level mass formations. We will come back to that.
Political action uses the Total Quality approach.
The missions and objectives of the life project teams of the various political institutions through the Total Quality approach are realized through risk management and optimal solutions to eliminate or minimize them. The mission of authority of each citizen is thus extended and developed throughout human activity.
It is no longer a question of organizing consultation meetings at the level of a town hall or administration, let alone being subject to control measures to comply with directives taken at the top of a hierarchy. There is no longer any question of waiting for public aid or the goodwill of private investors and investment funds, of waiting for a period of economic growth for wealth to trickle down the pyramid.
There is no question of simply using a RIC (Referendum on Citizens’ Initiative) to direct the operation of this system of liberal power towards the satisfaction of a particular good or service.
We are in participatory local direct democracy, in Networks of Social Life and we manage all human activity by developing our Human Authority within the framework of a humanist civilization and a way of living according to the fundamental values of Humanity: love and peace.
And it’s no longer an ideal, a utopia, intellectual fiction, a myth for a lone dreamer. It’s forbidden by the systems of power, it’s the basic norm in the Networks of Life, a whole other flourishing civilization.
The missions of the Life Networks Management Centers
The preparation of assemblies for political action within the various political institutions does not require large and extensive administrations, as in the systems of power. It is the Political Action Management Centers, one center per political institution, which will prepare decisions and then monitor their implementation.
Of course, life projects are distinguished between civilians and soldiers. For military projects, we presented the institution of security and defense of the Networks of Life. Every citizen is a full member of the National Guard and, depending on his commitment, he is more or less directly informed of military matters, especially during peace plans and declarations of war.
The Management Center of a political institution is requested by the teams of life projects of its institution to validate through political action, the investment and training budgets set up through the Total Quality approach. This request for funding is in addition to the operating budget decided when these life project teams were created by this political institution.
The Center of Management records the request and broadcasts the presentation of this request made by the quality circle(s). Next, it checks that this request has not already been made at local, national or federal level. The question at this stage is whether one or more synergies are possible through the activity of Life Networks. This verification is carried out mainly through the network of experts from the various political institutions. Where synergies are possible, solidarity is used to develop new productivity gains, mainly positive economies of scale.
The verification of the risks selected and the COQ proposed to eliminate or minimize them takes into account the local particularities encountered by the Quality Circle and the life projects team. These analyzes and results are among the issues on which citizens deliberate at political action assemblies.
There is no longer any question of commercial and business secrecy to safeguard the interests of private owners in the face of competition. We are in the context of the management of common ownership and the development of common assets.
The decision taken in assemblies of the political action of the Networks of Life
When the decision of the Assembly of Political Action is ready, the deliberation takes place according to the tripartite system with the objective of obtaining a decision unanimously or very close to unanimity.
The tripartite decision system does not pit the pros and cons against each other for arbitration. Citizens are divided into two groups, each deliberating on its own to develop a specific decision that validates the application without modifying it or modifying any point before validating it. The two deliberations are then presented before a third group of citizens, the arbitrators who, if necessary, depending on the differences between the two deliberations, can ask experts to take up the subsidiarity approach in order to work more closely on the optimal solution which, for this decision, will bring about unanimous support.
The clarity and transparency of decisions are based on relevant indicators and accurate assessments made by Quality Circles. Before deciding, each member can look at the whole project and the work of the team that asks for this validation from the political action. The transparency of decisions from the Quality Circles of a team of life projects continues up to the decisions of political institutions from the free cities, the National Guard and the confederation. If necessary, this file can be classified in the technical documentation with the Confederation in order to promote solidarity among the Networks of Life.
Political action is indeed a control of the work of a team that presents its analysis of the situation and its forecast to improve it by providing measures and means.
The mission and objectives of this work have been defined by the political action of this institution. Politics comes first in the economy because the missions of life project teams manage the production of wealth, which is as much to eliminate and minimize the risks that threaten life on Earth. Communication through this approach is very bottom-up and coherent with participatory management and then participatory local direct democracy. We are thus with the Total Quality approach at the heart of the daily realization of Peace, the absence of violence and threats that otherwise lead us into conflicts and inequalities.
Working time in political action assemblies is remunerated.
The working time of political action is therefore not merely a remuneration for attendance at an assembly. This work is remunerated in Positive Money as well as the training, investments and work of the project teams.
We understand that the Positive Money is not distributed according to the will of a few leaders or according to a social assistance of all citizens. Before explaining its use, it was necessary to begin by explaining how the work works, how it is managed, its tasks, objectives and how the work responds to the individual political mission of each citizen: the mission of authority that moves things towards peace and love.
Political action and social rites
We can also understand, before discussing the social institutions, that this time of political action will be the subject of social rites.
Without going back on the current practice of the periodicity of the accounting balance sheet and of the assemblies that follow to allocate profits or deal with losses, determine the remuneration of internal stakeholders, the Life Networks will set one or more times in a calendar year to gather in the political action of the various political institutions.
At the local, regional, national and confederal levels, suitable venues for these gatherings are set up by teams that also follow the Total Quality approach. These moments are important for the social life of networks. They are rhythmic by the time of assemblies, the time of the holidays. It is also the time for meetings between project team members and managers of the Common Assets, the managers of the central bank that manages the Full Currency and Social Rights.
Political action can even end these moments with the announcement of the validation of the financing of the COQs. Thus the validation of the work of the project teams is complete and everyone knows the continuation of his participation in the development of the Networks of Life towards less violence and conflict and more peace and love, more art of living in a humanist civilization.
The Quality Obtaining Cost (QOC) evaluation is used to create the Full Currency
This assessment of the needs to prevent and eliminate dysfunctions or to achieve new objectives to improve the development of the Networks of Life, also corresponds to the assessment of the needs in creation of the Mint Full, without debts.
These investments in equipment and training to raise skills do not, as in the neo-liberal capitalist system, use loans taken from commercial banks with fixed credit rates on world financial markets.
These financing needs, validated by the life project teams and by the free cities in which these teams are domiciled, are covered by the free city bank and then by the Confederation Bank of Life Networks and are included in the plan managed by the Confederation. We present the functioning of a Full Currency, without debts, in the next chapter.
