Excesses of the private property, mainly that of the means of production and distribution of the richnesses, cause economic policy crises and social which are sources of civil and military conflicts, of violences, insecurity and public misfortunes.
The states and their governments are placed in front of the accomplished fact and do not have the means of eliminating the causes from the financial crises, the public deficits and the deficits of the modes of social protection as well as the means of setting up a durable development.
These crises intervene whereas the economic, social and especially ecological consequences of the industrial development lead to the climatic disordered states and threaten survival of the alive species on our planet.

The human being is most violent of the creatures living on the planet Ground. To satisfy its social needs, it must start by ensuring its mission of authority in order to minimize violence in him and around him. This mission of authority is the base of its political action, economic and social. It can be delegated to other people who will be charged to exert the power but it is inalienable and null cannot be private for it.
The social groups in which a human being builds a personality, an identity and finds its reasons of living and to die develop in two manners:
Organizations in networks made up of volunteers who define their projects, their companies, their means to carry out their objectives. They define their standards of life and their cultures of social groups.
The systems of being able in which a minority receives a delegation of authority to exert the power, to select the rules and to direct their application among the ways of life which correspond to the values recognized by the social group.
The human beings are free to choose, according to their contexts of life, the manner of organizing itself in social group. This capacity to choose the manner of living in group, is the base of the value of freedom. This right inviolable and is crowned, no one cannot be private for it to be seen dominated by a system of capacity civil, economic, theocratic or military or of some nature that it is in which it cannot find its reasons of living.
The capacity exerted by all the members of a network or exerted according to the mode of a system of being able, has for principal mission the choice of a form of property among the three possible forms: individual, common and managed by the members of the group, collective and managed by a minority in the name of the whole of the group.
To develop a flourishing civilization which into practice puts the values of peace and love, a management complementary to the three forms of property is essential.
The common property managed by the members of the group is the only one with being able to guarantee an equitable distribution of the produced richnesses and so there cannot be a domination of the personal property through production and the distribution equipments of the material richnesses.
In the same way, the collective ownership is the only one with being able to ensure the durable development of the knowledge and of the immaterial goods in the framework of the general interest of the people and so the management of the sources of knowledge and the development of knowledge through education and training cannot be dominated by personal properties or common.
The reasons of living and dying are through the use of the two sources of knowing available for a human being.
The first source of knowing is in a spiritual step when a human being confronts itself with the mysteries of the life. This source is present in each alive being which confronts itself with the question of dead of its carnal envelope, with the question of giving the life to his/her children, with the question of overcoming the diseases. It does not need to be expressed in a intellectual knowledge acquired beforehand. Initiation with the mysteries of the life is translated in inexpressible expressed initially through arts and the hermetic and poetic language then testimonys of these meetings with the mysteries of the life which bring back this inexpressible, form the spiritual teaching which gives a vision particular and removed from the fear of death. The human being can then continue its evolution for better ensuring its mission of authority and taking part in the social life.
The second source of knowing is in the use of the intellectual abilities of the human beings: the reasoning, creativity, work scientific, literary, historical, management and the organization, the communication and various disciplines of studies on our terrestrial and cosmic environments.
These two sources of knowing are complementary. They are the base of education and training throughout the human life. No one cannot be private use of one or the other of these two sources of knowing.
A social group develops around projects. The realization of these projects, by satisfying the needs for the members, contributes to the rise in the standard of living to eliminate misfortunes which can strike the human beings: hunger, misery, the absence of work, social exclusion, disasters caused by the wars and acts of violence, consequences of the natural disasters.
Progress builds projects in projects carried out. This realization supposes the installation of optimal solutions able to meet the unanimity among the members of the group. An optimal solution according to the material constraints and state of knowledge are obtained through the use of the principle of subsidiarity.
A social group leaves to the meeting other groups which have the same project or the same need. Each group delegates some of its members who will set up a group of experts to work with the installation of an optimal solution. Then each one of these experts joined his local group. To the level of the local group, the members adapt this optimal solution to their environment taking into account opportunities and of the constraints.
Subsidiarity is thus the process of the development of competences among the social groups. It is one of the bases of the participative local direct democracy which characterizes the organizations in networks.
the step of project as well relates to the satisfaction of the material needs as the development for knowledge and the prevention of the risks. The constitution of a task force is carried out through the principle of the alliance of the opposites. To manage to define the general interest, the group is composed of the whole of the recipients direct and indirect, internal and external compared to the project. It is particularly the case for the projects which relate to the prevention of the natural risks, political, economic, technological, military.
The optimal solution compared to a given situation and with the state of knowledge available, represents the general interest at a given moment. The recipients with the project make evolve/move this optimal solution according to the changes of the environment and of advanced on the plan of the knowledge. Generally this optimal solution develops the common property of the group because the application of this solution profits on the material and immaterial level with each member of the group.
The step of prevention of the risks constitutes the base of the development of the insurance. The development of the insurance led to the implementation of solidarity.
Solidarity exists when a group has a solution whose another group has need to ensure its development. When this group shares its solution, its resources, it develops the solidarity which makes it possible the whole of the groups to satisfy their requirements while eliminating the risks from conflicts and by supporting the development of peace and justice. The step of solidarity is increasingly more constructive and source of richnesses for all that the fight and the competition which seeks to overcome or to exclude a group compared to the others. The cost of obtaining solidarity is inevitably lower than the cost of the repression of the delinquency, of the consequences of pollution and the diseases coming from the harmful manners to live, at the cost of the civil or military conflicts and at the cost of the armaments which these conflicts involve. This cost of nonthe solidarity and this cost of obtaining solidarity are evaluated and are used as reference mark to lead the exchanges of goods and commercial and noncommercial services, by minimizing the expenditure pulled by violences and the supervening of the risks.
The right to take part in a project, the right to develop solidarity and to know the cost of obtaining solidarity are the conditions of the exercise of the political action which ensures freedom in the manner of finding our reasons to live. No one cannot be private for it except if a decision of court decides some differently when a citizen, by his acts, harms operation interdependent of one or more social groups, in particular while wanting to impose on the others the interests of a contrary personal property to the development of the common property wanted by a social group.
The capacity is exerted within the framework of the various projects carried out by the social groups. The delegation of the authority is given to the members of the group who will set up the group of experts charged to establish the optimal solution.
The various working groups within a project name of the spokesman charged to organize the communication between the groups, coordination in the use of the means and the resources. Their mission consists in developing the cohesion of the group. The animation of the group and the exercise of the leadership are ensured by the whole of the group.

The whole of the group takes part in this designation. The production and the distribution of the richnesses material, intellectual, artistic and spiritual are organized on two levels:
Work necessary to the survival of the human beings and obtaining a reasonable level of comfort is ensured by all during one minimal period defined by each group according to its environment. No one cannot be private of this right to work.
The realization of works allows the development of the common property and the rise in the standard of living of the social groups. A work is characterized by the qualification level necessary to its realization and by its transmission with the future generations. It is the visible sign of the rise in the durable development and standard of living through the capitalization of the resources of life. Each one has right according to its capacities and of its motivations, to take part in the realization of works. The project to carry out a work must take into account the number of people in the search of work to form them and integrate them in the staffs. The number of works which it is possible to realize at the same time thus depends on the presence or not on people without employment to make so that all the members have of a work according to their motivations and their qualification level. A work is the realization of one or more generations of human beings: time is thus available to train, educate and integrate the members of the group.
Work in a task force allows the development of competences. Those make it possible to the members of the group to take more economic policy responsabilities and social by changing activities, trades throughout the life. No one cannot be private right to evolve/move in its work according to its competences and of its merits.
The remuneration of labor is established within the framework of the projects of life either in currency or through the capitalization of the social rights which makes it possible to use the common property to meet the material needs, intellectual, cultural, spiritual and with the needs for health, rest and leisures of the members of the social group. The active money to take part in the realization of the projects, it cannot support the personal property of certain members to the detriment of the others. The political action to develop solidarity and to control the cost of obtaining solidarity directs the three economic functions of production, distribution of the richnesses and consumption. No one cannot be excluded and deprived of its political action in a social group.
The members of a group can exclude from the people starting from a court order. The excluded people have the right to found a new group which to develop will have to necessarily make alliance at one time given with the other groups. In the contrary case, the chiefs of war will propose a peace plan which will be able to establish the conditions in which the groups will be able to cohabit without violence and with the most possible peace.
The development of the knowledge through the realization of the projects of life and the use of the two sources of knowing, ensures the growth of the immaterial richness managed by the collective ownership in the group.
This collective ownership of the knowledge is the principal manner of carrying out solidarity through the marriage of the cultures with an aim of minimizing violences, of éradiquer misery and of guaranteeing the realization of the values of peace and love through the social standards and the ways of life of the human beings.
The management of the collective ownership of the knowledge guarantees the freedom of worship. The lesson drawn from the initiatory spiritual step is gathered and preserved by the group which exerts the religious power and which received for this reason a delegation of authority. The exercise of the religious capacity has the role of developing the individual spiritual routes and of eliminating the risks which a minority can present while wanting to monopolize a spiritual teaching to draw some from the dogmas and to found a theocratic system of capacity. In this case, the chiefs of war will propose a peace plan, failing this, the leaders of these theocratic systems of capacity will be continued and put out of state to harm humanity.
The various task forces which take part in the development of a social group coordinate through the operation of a confederation.
The confederation works out its constitution which defines the conditions in which will be installation the values of peace and love.
The spokesman of the task forces and the chiefs of war of the social group are member of right of the federal council among other members who will have received for this reason a delegation of authority on behalf of the members of the group.
The confederation has the role of managing the complementarity between the three forms of property as well as the management of the collective ownership of the knowledge. Its decisions are returned in the form of arbitration when an optimal solution cannot be found in the framework of subsidiarity and the alliance of the opposites.
Through alliances that the confederation ties with other people and other confederations, it organizes the ratification of the treaties which relate mainly to the adoption of the optimal rules to minimize violences, to prevent the risks, to develop the knowledge starting from their two sources and to manage the resources available on our planet or elsewhere.
The members of right and the delegates of a confederation receive the marks to be able to them of the group of the mothers. In the same way, a member of the confederation can, if necessary, be relieved of his functions by the group of the mothers.
On the level of a confederation, these attributions and dismissals of the capacity will be taken by the mothers after an assembly of their recipients.
